  106.   Each year approximately half of the youth membership who drop out of scouts are those
  107. boys who are in the WEBELOS to Boy Scout transition.  
  108.     These statistics are alarming to me as a Webelos leader, and Assistant District
  109. Commissioner, and they should be a concern to you as an adult leader.
